also wanted to say, i just spawned the apache, left and rejoined, and now i cant pick it up nor sit in it, how do i remove it?

For the first question: You have to give permission to the player. You can do this by downloading the luckperms plugin (the one that works better) and installing it to the server. Then open the online editor of the plugin, go to the default group and add the permission which in your case is mtvehicles.menu. If you want you can give full access to the plugin by adding the permission mtvehicles.admin.

For the second question you can run the command /vehicle delete which will delete the vehicle.
