1b3 and 1f4 are pretty different. You don't always get to play bird-type games if you open 1b3. The most obvious example is 1. b3 e5 (the main line)

meanwhile if you play 1.f4 then you generally can get to play b3, and if you can't, there are a wealth of other structures to choose from.

1.b3 1.e5, 2.f4 is probably a move, but then you are playing a gambit

I personaly don't mind, but f4 is playing in the center, placing pawns. But b3 you can still play e4 and d4, but you are more likely to play against pawns in the center
