I got 1 bounty pad from leaderboards and got the new titan that begins with b that I'm not going to attempt to pronounce
The drop rate is probably abysmal though since that is brand new.

No, it's simply RNG. You unfortunately got unlucky. The odds may be slightly weigthed towards pilots, but I have also seen others only get the titan.
