#Why is my panel at the top of the screen?

Hi, I am trying to move the panel to the bottom of the screen, everything about the CSS in the screenshot seems to me to suggest it should be at the bottom of the screen.

Can barely read, but I believe that top should be auto and bottom should be Percent 0
