Really depends on what you want to make. Here are some common plugins;WorldEdit

yeah lets not start calling them spigots lol. they are still plugins and may work with other clients that use plugins. remember Bukkit>Spigot>Others all are actually Bukkit at its source and it uses plugins thus the name carries due to forward and backwards compatibility almost all plugins have.
If you get a plugin from lets say Bukkit's website run by CurseForge you will most likely come into issues because a lot of them are hella old and built for pre Microsoft ownership of Minecraft, The notch era its just that they are still online today thanks to curse forge. BUT any plugin found on the Spigot forum is bound to be a lot Newer meaning more stable with modern Minecraft. They are still the same thing just newer like Windows Vista and Windows 10 can still both run Windows 2000 applications thanks to compatibility but the Vista will run it a lot better than Windows 10 and the same goes most certainly backwards. Same thing sorta applies. Trying to run a .exe from Windows 10 on windows Vista wouldn't work.
