there is what I'd recommend for you, good CPU cooling, good airflow, and a full set up as you asked for, in your budget

you could cut some cost by choosing an AMD graphics card if you wanted

because you'd be looking at a minimum 5080 for 4k gaming, and it's expensive

on average it hits 100fps with ultra settings, more with upscaling/frame generation

yes, but also no.
the 9800X3D is just a tiny bit faster, and runs a little cooler than the 7800X3D, otherwise there is no difference

I assume the budget is still around 2700eu, and the 9800X3D is not worth the extra 150eu just to run a little cooler

thats because it is newer, and they have the budget for it, but it's mostly the same really

I use the 7800X3D in my PC, and I am confident that I'd see no gain in 1440p

because I want a powerful PC that doesn't lag in big games and I would like a quiet PC if possible

You know if you want powerful it wont be quiet

the spec above won't be super loud, the CPU will typically run about 60C while gaming, so the cooler won't be maxxed out, and the GPU will be able to handle the heat mostly as well

if you wear headphones you won't heat the PC 99.99999% of the time

if you want the best possible cooling and airflow, get the CORSAIR AIR 5400 RS-R ARGB, the middle of these 3 cases

and pick "side" for the cooler
