There really aren't that many options available to you for that budget I'm afraid, particularly if you want to game on it. The 3050 isn't a card I would be recommending for gaming but it's the only one that fits within your budget.

Regardless of what games you intend to play.. it rules out a lot of the laptops which have onboard graphics for your purpose, so limits you to the laptops which have a dedicated card available. The Elimina really is the only one for your budget.
it's not just about the RAM. The first is an Intel based laptop with a faster CPU, the 2nd is AMD based.. both making the most of your budget.
32GB is nice to have but not essential for gaming - I'm assuming 16GB will be fine for everything else you plan to do as well.

Ah. You didn't say you didn't need an operating system.. that's where the price discrepency is coming in.
You need a windows licence on it yes. Whether that's by purchasing it elsewhere or transfering it from a system you don't intend to use anymore.. that's up to you.
