this motherboard is more than perfect for your needs
you could get a slightly more expensive motherboard but it would be overkill
but you could get the ASUS TUF X670 if you really want to

You dont need the extra thermal paste, Corsair AIO coolers have their own very decent paste pre-applied
If you already have a windows license that you are no longer going to use on its current machine, yes you can transfer it over to your new one - a license is valid for one machine only though so you would not be able to use it on that old machine anymore
It will have a test/trial/unactivated version of Windows on it, probably the Home version so if you were going to transfer your license over (ie not use it on the old machine), since its Pro youd really want a clean install of Windows anyways - you can easily get the installation media from Microsoft (make sure you hava USb stick to spare - at least 8GB in size) - thats what I do
