Unable to open, uninstall, verify integrity of files and game is constantly open

I have a bug that I can't even try to recreate because I can't open the game. even after a full restart of my computer steam says that it is open and can't be run. I can't find it in my task manager and I can't uninstall nor reinstall. this is very frustrating because I now can't refund nor even play the game. Please help me fix this.

I can find it in details but it won't allow me to close it

ok it did fix after ANOTHER restart, but I'm scared it'll do this again and I don't know why or how to fix it if it happens again
