Can all weapon upgrades drop in both inferno and purgatorio or are certain upgrades only available?

Pretty sure just rng from monster kills in both worlds.
I got bouncing orbs and most, if not all, my upgrades in Inferno though. if someone can counter that with finding a lot of them in Purgatorio, that would solidify that location doesn't matter.
