I would think that it's not a animator that you are looking for but CFX artist (character effect artist) who are doing cloth simulation, hair simulation, etc.
And for the red light, it can depend if it just a ray of light or if the effect is more elaborate (can be a lighting artist or a Fx artist respectivly)
PS : I'm Fx Artist and even tho i never simulate this kind of thick hair i definitivly should have the capacity for it . so if you need you can hit me up (need to add me in friend because my DM are blocked by default)
