Are you connecting over the internet? Does the VM have a public IP? Is there a NSG rule to allow the connection from your IP?

or try to redeploy to another host

Also check with powershell from the device you are connecting if connectivity is allowed: Test-NetConnection -Compurname ipovvm -Port 3389
