I am tasks to delete un-used resources, so I want to fist figure out who provisioned the resources and confirm before deleting them. Of course it probably make sense to delete them if it hasn't been used for 90 days, but perhaps if I can pin point the provider, I can also delete additional items which are not needed anymore such as the entire resource group.

Depends on your log retention, and if you forwarded to the logs to a log analytics workspace which has longer retention than 90 days.
