As I said in the message above: yes, in theory it is possible.
But in practice, it is close to impossible to get a single game going.
And each game only gives you a chance of capturing a district, not a grantee.
I spend countless hours in the queue this year and haven't gotten a single game to start.
Yesterday, thanks to the current steam sale, I did manage to get two games going that got me a total of 2 district claimed to my name. Those two games are more games than I've gotten throughout the year.
As I am writing this, I'm currently in a queue again for another hour.
That is why I'm asking for a bit of change regarding these steam achievements

True, I know I played the mode in the early beginning of the game but not much.
Back then, there wasn't much of an incentive to play these modes either.
They had been a "fun thing on the side" to do there as well, with no additional reward for it.
But back then, the steam achievements didn't exist. They have only been added recently, after these game modes had pretty much been abandoned already
