it would be a great way for new players without the hoverboard expansion to have fun on the seas, since nobody really always has money for games.

The "seas" are a very small portion, it's actually only the Colorado River that's the only body of standing water, everything else is rapids, sometimes other rivers will have flat areas but so shallow you can walk in them (you can also walk in rapids)
And the surfboard snowboard would magically move on it's own on flat water ? there's nothing powering it so it would look kinda odd
"nobody really has money for games" let's never do any DLCs again and give all the content for free! it's ok the devs will eat canned soup
