While this used to be the case in the past, this is no longer correct. So the text is just confusing at this point.

It is the other way round, it should still be the as in the description, because it is really easy to misclick and waste all your progress in the current asc.
That means don't take the description out, instead don't allow c11 to start without at least 1 c10 completion.

yes, but it looks like it still the same as 2 years ago. Further it wasn't deleted, that it meant it wouldn't be changed or is changed.
It is still possible to start c11 without c10 completion.
And if you start c11 by missclick(double click to start a challenge) without c10 completion, you don't get any reward and all your time was wasted.

It's easier to post duplicate threads than to search for an old one. Bumping threads is considered disruptive.
