#creating a fixed autolayout frame causes frame to disappear

i have an autolayout frame that is vertical scrolling. when i click "fixed frame while scrolling" it disappears. Another weird thing that occurs is when the frame is selected for fixed frame, it is still scrollable. help!

update: all content inside the frame were set to unfix position when scrolling
