In my opinion, I would reccomend cutting searing winds, explosive singularity, frolicking familiar, tempest angler, lightshell duo and add some more unconditional ramp for your expensive payoffs.

In a budget deck, you have [[wayfarer's Bauble]] and [[decanter of endless water]] as okay sources of ramp. A lot of my spell slinging decks with izzet end up using rituals to make up for the lack of permanent ramp
