You can import your PNG into Substance Painter and set it as texture on import. Now you can use is as a brush material.

With a JPG you will not have any transparency so make sure the background matches.
the issue is it isnt just applying to the spotg i want it at as in overlapping to other parts

Use it as a brush material and apply it. The brush makes round prints (unless changed).

Only with a brush you can set UV settings.
Make youe own Decal brushed for Substance Painter.
You will need a "D editing program for this. I use Affinity Photo in the tutorial, but you can use somethign else.
