i don't know if theres a strict reason as to why it's not currently possible but having midgame setting changes be applied on the next game doesn't sound to have any issues

one problem i can think of is that people won't be informed or aware that the ruleset has even changed, leading to a chaotic/messy experience

i know you can just spam the change and start immediately but at least then they'll be able to comprehend what the popup in the corner is saying
