upgrade neo TSD to regular t-spin

a neo and a fin are basically the same, yet a fin sends a normal TSD while a neo is a mini that only sends a single line.

i think making the neo a regular spin would be a welcome change.

honestly i feel like if this were to be implemented they should just scrap the idea of MTSD completely
