The problem seems to happen when connected to the smelter, It drops all regolith and will not put any more on the belt after that.

the extractor has to connect to a refinery (single or multi) before the smelter

Belt only feeds our resources on connected belts if the end of the belt accepts that resource. In your case, the Extractor is feeding Regolith onto the belt as long as it's not connected to a Smelter, that requires an Oxide, not pure Regolith.

Just put a Single Regolith Refinery between the Extractor and the Smelter. That way you feed Regolith into a Refinery then output Oxides into the Smelter. You'll need to choose what Oxide to refine in the Refinery and then choose the correct product for that Oxide in the Smelter. Good luck!
