On that location I'm unable to build as the game says "You can't build here" but the blueprint does not indicate the same.

adjust you camera to a side-ish view. I think you find there is a lunar ridge/mound there. Not the whole thing but the slope up starts fairly close, and the game wont let you build on anything not completely flat.
