So the max number is a very rare outcome on any quest, you're more likely to get lower number of souls and maybe once in a day you might get the max quota
And there's no way to improve your chances of getting the most souls from a quest

This is a bug related to the update 3.0 and its new feature of having many more than three team save slots that can now remember what gear you want equipped on your team. The gear saving feature is all buggy. Supposedly the 3.01 bug fix release corrected the quests failing to start, but the bug still persists. You can force your quest to start by unequipping gear from the characters in your quest, then verifying they have no gear (sometimes strange equipment will re-appear even after your unequip everything), then re-eqipped gear needed for your quest, then start. Your quest will start at this point. No I'm not. @junior sand complained about it here an hour and a half ago. Everyone else ignored him. I have the same problem as he does even after the so-called update fixing the quest problem. So I decided to answer him.

Like they released brutalities and the only players that have them are the whales. Because even with grinding, even with grinding, you can still get nothing.
