This is kind of a problem. I removed the gear to do the quest, but it turns out if you remove equipment then their quest percentage reduces significantly. I would fail the quest if I removed the equipment. Hope they fix this glitch.

It's not something you can unlock, it comes back every few months for everyone

So keep beating the SK tower and keep collecting fragments, and when relic hunt shows up just unlock shao Kahn with the fragments, it will take you around 1300 fragments to max him out
