Well it can be win-win... For both the developer and the player.
Developers can earn money from new sources and the Soul packs. They can even introduce a weekly Pass which when bought by real money can grant Players with a guaranteed card diamond/Gold after completing some missions.
The players on the Other hand...new players have a vision into the game.. They know that they have A path to grow up in the game.. With available Resources provided by the NRS they can always opt for Soul packs( say 1000 souls for $10) or so.
New players will have a guarantee that they have the tools to gather and collect their favourite kards.
It's a Human Psychology... If People see a path, they are willing to give a try. They just need a guarantee, a Trust to put on so that they play even a long time on staying with the game. And Cling on to profile development To move further and grow in the game.
And about the packs.. They can keep same price Or even Increase then by some amount. The new system will surely Hamper buying. But players will always look upon packs for getting kards in demand.. Say Assasin Jade... Bought from Packs at 450. But Sold for 1.5k soul. The Buyer has to Buy souls either by money or Grind his way out.
WIN-WIN for both the parties. And pretty much sure when they make the game Lively they sure have the resources to bring in new characters in the game.

As I can see how that can help out both the developer and the player this game having a battlepass system would require a heavy rework of the system that we have right now, and remember the core of this game is Card game to trade cards would mean every card must have a value to trade cause you wouldn’t CoS Jax and As Jade right, and now this would make the soul grind even harder in my opinion as you’ve added an option to get cards without to spend anything now.
The rewards for Vet players wouldn’t be good you’d have make exclusive rewards as an incentive to grind as well, and the problem with that is. We have the towers that do essentially what you have suggested it wouldnt be viable for nrs to put money into it

I am a new player who doesn't know anything in the game but as the game progressed i got to know getting kards is difficult and with real money i wont get enough of them desired kards.. I have to wait for the packs to show up.
Now here is an important variable NRS should Consider, TIME new players don't have patience. The player retention rate would be pretty sleak after 60 days of their game time. I bet 50 percent of players joined today won't play the game after 10 days. They would have lost the interest and moved on to some another game. Besides These games are designed to cheer up the mood of the player.. That should be the base of the game. Overall Content of the players and not just earning Money. If you look at Bigger games from other Studios.. You will notice that The User/ Player has to be given Importance and the environment of the game should be Pretty Open and not restricted and slow.
Besides if we are so much worried about studios Income.. The higher the number of players Retained and stick to the Game..widder are the possibilities of earning the Money.

DELK has the 100% 5 second stun, great speed, two amazing specials that become deal like 3x the stated damage if it becomes lethal, and he can heal off lethal attacks which have saved me many many times, Kung Lao with Shadow Sash and Shields takes zero damage from specials and basics when blocking and even low amounts of it even not, he also has a killer sp2 that is easy to get down that is almost always going to be free, lastly he has that 1.5 bars of power to everyone, Quan Chi has a whole 20 seconds of vampirism for any tag-in character, can reflect three specials attacks and his his unblockable chance on basics a killer sp2 that power drains makes for a good soloer . Even Sub Zero is very strong in his damage and lethal boost, compare to this Kitanna seems lacking
