I don't play a lot of mobile games, but technically it should be: If you want to get items or cards pretty fast and early you should pay otherwise all players should be able to get all the cards even if it's extremely hard or time-consuming. But not in MKM.

19980 x 2 is 39960 souls spent for BD towers. You can get 27 diamonds so is 1480 souls spent for a sure diamond. Not so bad. Except you have to pay for some gears if you have to complete the tower fast enough.
@rich pasture math checks out.. but however in that time the tower can only be completed 9 times if you assume every boss battle is finished in 1 fight.. but if we assume 210 battles for entire tower (my avg. ) Then it will be 24 .. diamonds for that amount of soul.. even practically towers are far better than any pack in the game .. ( just to dispute anyone thinking that it's not practical)
