@golden bough as LEO said the tower always stays there, so there's no point in refreshing. you can't get Shao Khan right now, you need to wait for the next "Relic Hunt" towers to appear where you will be able to resurrect Shao Khan using the fragments you have collected

U get 69 frags from tower upon completion, 60 frags from relic hunt. Tower is there 24/7 never expire (till now) and relic hunt comes in quarterly or later than that. Choose wisely b4 u do anything
