Shao is slow but he's great if you give him unblockable chance and execute his moves with perfect timing while using his specials at the right time.
And he's a character that can start with 2 bars special without any assistance from his teammates. Mournful Kitana can give him a third bar.

The best advice in my opinion is to tell you to get the mk11 diamond packs. Mk11 diamonds have a strong synergy. Any two diamonds maxed with a maxed mk11 gold will make them a powerhouse team. Next one would be BD in my opinion since they can counter assassins. Another one I will happily admit is the CoS team and the DotD team

I think you get favored sometimes, depending on what you already have.
When those packs are tapped, they seem to be thinking about what you have already and what you need. That's only with the free packs, I think.
