Currently, beyond level 10, upgrading Chronoforging is pointless, as the benefits become increasingly smaller while the costs skyrocket. A good incentive to continue leveling up would be if Chronoforging, starting at a certain level (such as level 6-7), not only reduced construction time but also began reducing unit training time in both the Barracks and the Warship.

Example: The same reductions used for building time could be applied, using the same percentages, but instead of starting at level 1, these reduction percentages would begin at level 7. This would make it very attractive to upgrade Chronoforging to high levels to obtain these bonus reductions in troop and fleet training times. This achieves the same reduction as with buildings, but seven levels later. This building would become key, it would add a lot of gameplay, it would level the playing field more and make banks more dispensable.

Right now the higher levels might be unecessary, but then again, if we ever reach the point where we have billions of ressources this building will already be mandatory, because otherwise building smth. would take months.

The benefit also isnt going smaller technically, you always have -20% compared to the building time on the previous level.

Adding the effect for unit-production would just result in super short training times, which would then make upgrading barracks and shipyards much less useful, since thats the only effect they had.

This would also allow to have both the builder and the military effect without needing to specialize/choose, dont think thats a good thing.

I strongly disagree with this suggestion.

For the reasons Tendo already mentioned, but also for the following:

Firstly, let's not forget that time in Ikariam is also a resource. What is the point of producing 100 spearmen per minute per city if your city only produces 80 citizens per hour and your forest produces the equivalent of 80 spearmen per hour? The idea that this would counter bank accounts is a false argument: after the first wave, this suggestion has only a small impact unless population and resource production are increased.

Secondly, if the reduction in unit training time is the same as for buildings, then levels 6 or 7 are far too low, because two levels represent (approximately) a 50% reduction in time cost.

Take the example of a city with a level‑40 warship yard.

A ram is built in 320 seconds.
If we want a ram built in 160 seconds, the warship yard must be level 54.
The cost to upgrade the building to that level is 43,000,000 resources.

If the reduction begins at level 7, then for approximately the same reduction in training time, you would only need to spend about 6,500,000 resources. Either the reduction in time cost is different, or the reduction must begin at level 11.

While I agree in principle, I feel like CF needs a buff from 4/5 to 3/4.
