I believe we need one more sentence in the Suggestion: How to section, clearly stating that one post should be about one specific idea for one feature.
Mega post with 40 suggestions in it makes ton of duplicates retrospectively and will create ton of issues going forward.
Moreover, it is practically impossible to have any meaningnful discussion or vote, when there is so many suggestions in one post.

In doubt, mega suggestions will simply be declined if they contain too many duplicates. This is a self-fixing problem.

He's just angry at someone who dropped a 41 pages long pdf containing many suggestions, with some of course being duplicate from previous suggestions.
But the player in question probably started writing his document before the duplicate and simply decided to release it as it is since somes of his suggestion are intricate in each other
