Background: there are a lot of space holders, multi accounts, that prevent other players (active ones) to progress in the game.
It would be interesting if there was an option to destroy (delete from island/map) other player's city.
The conditions:
- defender's city must not have government residence
- defender must be active (not inactive or vacation mode so the attacker can attack)
- attacker has to hold the city for at least a week (changeable - time or sea/land capture)
*the defender must be active at the moment of the attack but can become inactive later. I don't know what would happen if the defender actives vacation mode.
