For the Latis keep resetting until you get psychic or dragon shiny level 3

You can knock them out and then save real quick before you throw ball to reset until you catch them in beast ball

Latias in total took me like 12 hours (donut, spawn, reset, beast ball catch, etc) and Latios took me 6 hours
