We're actually 100% full on static emotes at this stage and need to delete any ones we have if we wanted more. However do not let that discourage you from making suggestions for emotes. If a suggestion is good enough we'd likely find a way to add, but we can not promise a suggestion will end up in the list.

We still have animated spaces available I believe. However just suggesting one or making it animated does not guarantee that it would become an emote as we can not promise to use one. It all depends on quality and if we think it looks good/would be a good addition. This is not to discourage you, but rather to note that if you make it we still can not promise it will be added. It really just depends on how well it is recieved I believe.
