There would be 18 gyms one for each type anyone can be a gym leader and can make their rules as long as the rules go by thus servers rules. The battles take place on sv or swsh there's an elite 4 and champion the elite 4 can't be champion unless they step down and if a gym leader becomes champion they need to close their gyms (I git more details but I'll explain if your interested
