If you don't have that one, you should be able to go to the stalls on the mountain area to get a mask.

Not sure if you know but you can save at him before you talk to him and reset for the legendary you want if you're trying to get a specific one.

So there are 3 different sandwich stores here, I don't remember which has the marmalade/cutty powder but trial and error should work.
