Have you thought about locking Trade channel off with a bit so that people have to read the rules and confirm they understand before they start trading? That way they can't claim they didn't know when they try to trade banned Pokémon.
I'm pretty sure there is a bot within reaction roles for this sort thing

although this may deter some, I don't see what stops people from going straight to the bottom and reacting to the message without reading any of the rules— the excuse then can become "sorry i forgot" or "i didn't read closely enough"

A few normally get muted or banned after using that excuse anyway as they try again later. So could put a clause at the bottom next to the reaction role to confirm that states if you use this excuse you will be banned as you clearly skimmed to this part.
