Depends on what you wanna run. There are weather/terrain teams, TR teams, bulky teams, speed teams, and gimmick teams (and combinations of those)
Sometimes if you don’t like the strat behind the team it’ll keep you from using it effectively so pick one first and experiment

I'd suggest watching CybertronVGC on youtube, as he tends to showcase a new ingame team every episode on cartridge ladder, each with an interesting core or gimmick.
Currently there isn't really a best as the meta is still being fleshed out, but some common cores include
- armarouge + indeedee-F (trick room)
- dondozo + toxic orb tatsugiri
- torkoal + lilligant
- garchomp + flying type or telepathy gardevoir
- strong picks : hydreigon, gholdengo,
- support: arcanine, murkrow
