I have been facing people who can attack then right after withdraw their pokemon and switch it for something else? How are they doing this? I can only do one per turn.

Also, is there a way to tell who goes first each turn?

Maybe they're using moves like u-turn and volt switch

Moves that make you switch out

The one with higher speed goes first every turn unless someone is using a move that specifically always goes first or last
