I feel like a bot that reminds people not to talk in Report would stop a bunch of people from talking there and then getting warned/muted.

remind how exactly? a bot message after every post in there saying not to talk would be disruptive. and if it's not every message, then the problem is not going to be solved

is it possible to have the bot message always stay at the bottom of the chat

I've seen something similar on other servers but just for a different purpose

that's what i'm saying, the one that keeps happening at the bottom of the chat would be very disruptive when dealing with an active report
