Communication is a huge part of any relationship and i am glad that that is something you value a lot
It can be really tough when someone you care about doesnt seem to put in the effort you are wanting from them despite a year of desperation communication
I would say to sit her down one last time and tell her exactly how you are feeling and how important communication is to you and that your relationship will not last if shes continues to dismiss your words and not communicate
If shes willing to change and make an effort then be there for her and help her understand how to communicate better
That its a learned skill and it may be difficult for her at first but itll get better as long as she is willing to change herself
If her reaction is to again dismiss you feelings then i would consider breaking off the relationship
That only shows thats shes completely unwilling to change for the sake of you and the relationship and that is not something that you deserve
Communication is the foundation of all relationships and without it the relationship is bound to end or go down a toxic path
At the end of the day the decision is all yours but remember to put your own wellbeing first and know that you deserve to be with someone who respects you enough to be willing to communicate with you
