If you want to build up some confidence, just try talking to her. Doesn't matter how little or casual it, just try. Get out of your comfort zone for a little. Then, if you really feel like you wont get another chance, just tell her how you feel; make sure to respect whatever decision she makes as well.

I understand what it's like to have low confidence and be an introvert, feels like the world is working against you sometimes. However, you'll never grow that confidence if you don't take that risk in life. You lose out 100% by not acting at all, but at the very least when you try they may have a chance. If you want to be with the girl, take the other chance no matter how low it gets because you'll have better odds than not acting at all.
