This thread seems to be going around in circles.
To answer your question, for all intents and purposes, there is no levelling up system on the server. So there is no command or anything like that.
However, elsewhere on the server, you were asking about reaction permissions. Members receive these permissions when they achieve the "active" role. This is automatically given out based on a member's activity over a period of time. There is no set level or set amount of messages required, you just need to be active.
Along with reaction permissions, there are other permissions such as image/gif/link permissions depending on the channel.
