Well apparently there is pokemon like the ruin pokemon who are as listed like chien-pao, chi-yu, ting-lu and wo-chen who are classified as legendaries but dont have a gold border the pokemon who do have a gold border are the pokemon who are the final listed number of the dex examples like miridon koridon etc excluding epilougue story pokemon like pecharunt or paradox pokemon in the second part of the dlc where you can see iron leaves and walking wake at the end of the dex the ones who do are practically considered the box art legendary pokemon so I conclusion just because they dont have gold borders doesn't mean they are legendary pokemon
And as I just noticed I wrote a whole paragraph or so even when I hate doing stuff like this or write essays

Sure, it may have two mega evolutions but it’s other two forms are version exclusive for example HG&SS has a event where you can get armour Mewtwo which was a one time form and another one was in pokken I think and it had shadow Mewtwo and they had to made a freaking amiibo card to get it heck it’s not even Canon into the mainline series
