Of course. If you're shooting for top 1000, You'd need them to be lvl 17 with Lucifer being the exception as 15+
If you're just looking to win some rounds, Chione, Selene, Aly, Dracula and either Davison for extra damage or Seon for extra healing will do.

Then if you have chione even level 1 will do some freezing of opponents which slows them down. Seondeok to heal. Davison to increase defense and do some damage and reflect some. Aly for large scale stunning. If you have Dracula then he helps with vampirism or Jinn to stun nearby enemies or Ainz because he create duplicates. You can substitute Seon for Green if he is much higher level at the beginning. Your troops should 3-4 Flash angels or ghost assassin and a few Straw kids and magic apprentice.

My number 1, 2, and 3 accounts have 4 formation and I switch them based on the theme. Hero Trial is not worth spending time over. My number 2 finish 10768 last season and doesn’t have the top 10K badge. My main account attacks randomly and finish 5,000–10,000 every season. I would say just try to get between 10K and 20K each season
As far as hero goes, here are some good Rare/Epic heroes to have
Robin Hood: attack evasion
Moshe: increase unit health
Edward: increase attack and speed
You usually want to have 2 healers: Seondeok and Dracula. If you only have 1, then add Green to the mix. If you have Arthur, you can use Arthur and Green together because of a bug. Never use more than 2 healers
For legendary heroes: any hero not named Odin Beowulf Wukong Athena and Horus
