That's why, it won't restore anything unless the cloud is turned on

I recommend turning steam cloud on so if you need to in the future reinstall the game you won't lose progress. It's not a bug in the game, the game just uses the cloud to store your save files, which are normally otherwise stored locally on your system.

I actually experienced this once myself, and had to find out the hard way. I had my levels maxed on the talents too.

You can turn cloud off/on per game too. I keep it off for certain games, but on for others.
