Sorry, but this sounds pretty worthless to the vast majority of players regardless of playstyle, even if it was a normal scroll.
Besides the improper use of the term accuracy (the game uses it to divide bullet spread, so +100% accuracy is actually 200% accuracy = 50% spread, not 0%), the effect is so minor that unless you're missing at least 5 shots before you hit something (extremely poor accuracy), you won't get much noticeable benefit. Even doubling, tripling or quadrupling the stack gain won't do much.
And ironically, if your aiming skill sucks so much that you keep missing to the point the scroll is in effect, having reduced spread will make it harder to hit something by pure chance, because your spread becomes pinpoint.
The only weapon I can see this helping is Crimson Firescale and maybe Demonlore, because their accuracy is bad enough that firing at distant enemies will often miss, and you need precision to use their crit bonus. Demonlore gets less benefit because unless you've got Advanced Depot, you can't afford to keep missing like that anyway.
Enhanced version's projectile speed may also help Lightning Blast, Bone Dragon, Deafening Mortar, Frenzied Shark, Thunder Storm and Tiger Cannon when hitting fast enemies that can't be hit by AoE, like Flying Saucers. Still not that great though.
Alternate take is slightly better, but still pretty bad. Even the enhanced version requires 33% or 50% accuracy just to remain pinpoint and fast.

If the scroll was reworked to be an effect like dragonchaser's secondary ability or how radioactive gloove/rainbow works (just a bit more minor) then it might be interesting. I.E. if I get 0.1m with-in a target I will score a hit. Enhanced means it scores a crit guarteed.
