Flowing Light isn't really good on turtle.
I pick ghost over fire tower simply because it's easier to proc ele effects with ghost and its 3rd attack has a huge hitbox making it easy to hit things in the air.

So you're only getting Combustion on the first weapon skill hit that triggers an element, and then the Shock effect becomes near useless, forcing you to rely on an element share to keep up the Combustion procs.

so the 4 inscription dropped can become a 5 one
But if you compare a weapon that has 3+1 Inscriptions and is upgraded to lvl 20 and compare it to a weapon dropped at that level and 4 inscriptions there is no stat or functional difference
That being said , at lvl 10 and higher weapons already have their max 5 inscriptions on which you can etch another one
so generally the higher lvl dropped weapon can be stronger as it can have more inscriptions

That being said, there is more differences beyond not being able to etch more than 1 inscription on a lower level weapon with less inscriptions.
Higher level weapons typically result in higher quality inscriptions.

It's a good question, but considering stacking mechanics, like on the demonlore, and aoe + dots like on the justice, it's almost impossible to say, and that's already ignoring elemental bonuses too.
