Self-imposed challenges are not. That's why they're self-imposed and not imposed by the game.

Absolutely not. You're supposed to get aspect matches for high damage, which comes from matching quality scrolls.
Having a variety of scroll qualities just earns you a variety of aspects, giving you the worst damage.
Sole exception being cursed scrolls.

It's a "challenge event" only in the fact it can make your main builds take up to 10 times as long to kill enemies, less if it's overpowered, if you haven't noticed it.

Starter chest weapons will never be enhanced because they're not dropped by enemies.
They can still receive a guaranteed exclusive inscription though, because all weapons get that.

so his primary seems to be affected by two things, the current cards and his general scroll quality. I would assume fate thread increases the probability with what cards he has in hand than just the quality
You can get to a point in the game where you dont even need to draw cards and have a 80% chance to proc legendary primary

Essentially, every normal shot applies a stack of [Howl] (Blue circle, iirc). Meanwhile, every weapon skill shot applies a stack of [Voracity] (Yellow circle, iirc).
When [Howl] is at 6 stacks, it does higher damage (don't know how it calculates for now) and also apply 1 stack of [Voracity].
When [Voracity] is at 3 stacks, it does the AoE bullet ring and also apply 1 stack of [Howl].

A variety of things that mostly nerfed him just as much as it buffed him.
The biggest thing in particular is how All or Nothing is now a spiritual blessing, making it impossible to use for easy Armor Break builds without playing on Reincarnation.

Quite a bit: All or Nothing swapped places with Unstoppable Momentum (the latter is now an Ascension, former SB), Gigantic Explosion now sends you farther and faster (referred to as displacement range) with every rank, Victory Rush is now a straight weapon damage buff depending on projectile count, etc.

Seems that Enhanced Overflowing Waters causes Card Storm to consume all your secondary charges without granting any buff

Fully Equipped lasts a good amount longer (2/2/3 -> 6/6/10), Nova Shockwave is now also an additive bonus for armor also depending on projectile count on hit to a limit + boosts cleave damage (and cancels out the entire buff as a cost) and Heart Piercer and Double Tap have had their cooldowns reduced.

How to play the build:
Summon iron wing then hit the same enemies being damaged by it to gain the weapon and critx bonus.
It is crucial to land critical hits so deadly counter, enhanced casual gunsmanship and counter violence are very helpful synergies with eagle eye and magazine modification
Building movement speed stat increases is also very important for battle pace, scrolls such as ostrich rider, strategic advantage, decay driver, improved clip, enhanced corrosion enthusiast are very helpful.
