#Vtube Studio plugins not working

For the last few streams, I've had a big issue with VTS where none of the plugins are loading. The plugin API address is defaulting to 0.0.0.0:8001 (is this normal?) and it's saying zero plugins are connected. Things like VTS react, TITS and my stream deck just don't interface with it at all, even when I disable and re-enable plugins on both ends, restart the apps and the computer, etc.

Any assistance would be appreciated, since I'm continuing to stream this week and this kills around 90% of my redeems.

I'm not sure if it's related, but the only thing I can recall doing before this issue happened is I moved my C: installation (and Steam Library) to a new hard drive

I have also just done a full reinstall of VTS and still the same issue, my firewall is off for testing so it's not that either

After some testing - if I change the port to 8005 it works for all apps temporarily, but after about 10 seconds they all just disconnect again
